Are catch basins that are on the road that have an outlet on the downstream at a culvert considered overflow structures?

That sounds like a stormwater collection catch basin, that feeds into the stream, but wouldn't carry flow from the upstream side of the culvert to the downstream side. That would not be considered an overflow structure. Overflow structure still run from the upstream side to the downstream side but only become active during high flow times and generally aren't connected to catch basins on the road.
